If one of the guardians has a non-disclosure, the guardian for whom the non-disclosure is issued can act on behalf of the child normally. But in these circumstances the non-disclosure prevents proxy access by the guardian that does not have a non-disclosure. The underlying reason is an obligation to protect the person with the non-disclosure and make sure that their information (e.g. address) is not visible to anyone else through the underage person’s Maisa account.
Neither guardian can act on behalf of the dependant if both guardians have a non-disclosure or if a non-disclosure is issued for the child in question.
